On August 31,<\/span><\/span>the Ministry of Commerce and six other departments released<\/span><\/span><\/span>the ‘Implementation Opinions on Promoting the Expansion and Upgrading of Commodity Consumption’<\/span><\/span><\/strong>, proposing<\/span><\/span><\/span>20 specific measures<\/span><\/span><\/strong>to steadily expand the scale of commodity consumption during the 15th Five-Year Plan period<\/span><\/span><\/span>.<\/span><\/span><\/span><\/h1>\n<\/section>\n

<\/span><\/span><\/h1>\n

Commodity consumption is an important area for boosting consumption and benefiting people’s livelihoods, playing a key leading and supporting role in building a strong domestic market, developing new quality productive forces, and meeting people’s needs for a better life<\/span><\/span><\/span>and other<\/span><\/span><\/span>aspects. To implement the decisions and arrangements of the Party Central Committee and the State Council, and<\/span><\/span><\/span>promote the expansion and upgrading of commodity consumption<\/span><\/span><\/span>, the following implementation opinions are hereby proposed.<\/span><\/span><\/span><\/p>\n

I. Overall Requirements<\/span><\/span><\/strong><\/span><\/p>\n

Adhere to<\/span><\/span>the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era,<\/span><\/span>Deeply implement<\/span><\/span>the guiding principles of the 20th CPC National Congress and the Second Plenary Session of the 20th Central Committee, as well as<\/span><\/span>each<\/span><\/span>plenary session,<\/span><\/span>earnestly implement the 15th Five-Year Plan outline<\/span><\/span>, strengthen brand leadership, standard upgrades, and application of new technologies,<\/span><\/span>focus on boosting consumption of bulk durable goods,<\/span><\/span>steadily improve daily consumer goods<\/span><\/span>Consumption,<\/span><\/span>support specialty products<\/span><\/span>consumption, cultivate and strengthen upgraded categories of<\/span><\/span>products<\/span><\/span>consumption,<\/span><\/span>promote the expansion and upgrading of product consumption,<\/span><\/span>providing strong support for boosting consumption, expanding domestic demand,<\/span><\/span>and building a strong domestic market. During the 15th Five-Year Plan period, the scale of product consumption will steadily expand, the structure will be optimized and upgraded, and the advantages of the super-large market will continue to emerge.<\/span>By<\/span><\/span>2030<\/span><\/span>, the total retail sales of consumer goods will reach approximately<\/span><\/span>60<\/span><\/span>trillion yuan, fostering the development of markets worth trillions of yuan in green consumption, smart consumption, and health consumption, and promoting sustained growth; retail sales in trillion-yuan categories such as automobiles, home appliances, communication equipment, and textiles and clothing will continue to grow, maintaining a globally leading market scale.<\/span><\/span><\/p>\n

II. Promoting Consumption of Major<\/span><\/strong><\/span>Durable<\/span><\/strong><\/span>Goods<\/span><\/strong><\/span><\/p>\n

(1) Automobile consumption.<\/span><\/span><\/strong>We will further advance<\/span><\/span>the pilot reform of automobile circulation and consumption, accelerate the removal of unreasonable<\/span><\/span>restrictive measures in the field of automobile circulation and consumption,<\/span><\/span>innovate management models for automobile use,<\/span><\/span>and<\/span><\/span>expand the entire chain<\/span><\/span>of automobile<\/span><\/span>consumption. Promote relevant regions to<\/span><\/span>optimize automobile purchase restriction measures to better meet residents’ car purchase needs<\/span><\/span>.<\/span><\/span>Cultivate and expand the<\/span><\/span>automotive aftermarket<\/span><\/span>, support the development of car modification, maintenance and repair, motorsports, and RV camping, and establish a system for the recognition and management of traditional classic cars.<\/span><\/span>Improve the information sharing mechanism among departments<\/span><\/span>and establish an information exchange system covering the entire lifecycle of automobiles, including sales, registration, maintenance, insurance, and scrappage.<\/span><\/span>Improve the management system for used vehicle circulation,<\/span><\/span>promote mutual recognition of unified invoices for used vehicle sales,<\/span><\/span>and implement<\/span><\/span>tiered and categorized management<\/span><\/span>for used vehicle business entities.<\/span><\/span>Implement a three-year action to promote high-quality development of small and micro passenger car rental, enhancing the quality and efficiency of rental services<\/span><\/span>.<\/span><\/span>Complete<\/span><\/span>Improve the end-of-life vehicle recycling system,<\/span><\/span>strengthen<\/span><\/span>qualification accreditation management for<\/span><\/span>dismantling enterprises<\/span><\/span>.<\/span><\/span>Improve the construction of new energy vehicle charging infrastructure along highways and at transportation hubs,<\/span><\/span>promote balanced coverage and supply-demand matching of public charging piles and urban parking facilities.<\/span><\/span>Advance the quality upgrade of highway service areas<\/span><\/span>, <\/span><\/span>carry out renovations of charging facilities and age-friendly modifications of public restrooms, <\/span><\/span>and build a batch of high-standard automobile service stations and consumption clusters along transportation corridors. <\/span><\/span><\/p>\n

(<\/span><\/span><\/strong>2<\/span><\/span><\/strong>) Home furnishing consumption. <\/span><\/span><\/strong>Accelerate the promotion and application of smart home technologies, cultivate a number of large home improvement enterprises and platforms that operate with integrity and standardized services, guide enterprises to offer personalized and diversified products and service packages, vigorously develop customized, order-based, and appointment-based services, support enterprises in establishing smart home experience centers, and support households in carrying out whole-home smart renovations. Improve the recycling system for used furniture, and support enterprises in launching ‘trade-in for new<\/span><\/span>+<\/span><\/span>Collecting old appliances” and “Internet<\/span><\/span>+<\/span><\/span>recycling” services.<\/span><\/span><\/p>\n

(<\/span><\/span><\/strong>3<\/span><\/span><\/strong>) Home appliance consumption.<\/span><\/span><\/strong>Encourage home appliance sales enterprises to cooperate with production and recycling enterprises to carry out promotional activities<\/span><\/span>. Make good use of the support funds for pilot cities in the modern commercial circulation system<\/span><\/span>, <\/span><\/span>promote professional and standardized home appliance recycling services into neighborhoods, communities, and villages, facilitating the in-home disassembly and recycling of used appliances as well as the delivery and installation of new products, and upgrade the home appliance sales network, warehousing and distribution centers, and after-sales repair outlets.<\/span><\/span><\/p>\n

III. <\/span><\/strong><\/span>Steadily Boost Consumption of Daily Necessities<\/span><\/strong><\/span><\/span><\/strong><\/span><\/p>\n

(4) Food Consumption.<\/span><\/span><\/strong>Strengthen the production and supply of green and high-quality agricultural products. Encourage food manufacturers to adopt digital food labels to enhance consumers’ experience in reading food labels. Strengthen the connection between agricultural production and sales, and vigorously develop rural e-commerce<\/span><\/span>, <\/span><\/span>Accelerate efforts to shore up weaknesses in agricultural product<\/span><\/span>cold-chain<\/span><\/span>and express delivery logistics. Establish a system for grading, classifying, packaging, and labeling agricultural products. Strengthen<\/span><\/span>market monitoring of daily necessities such as grain, oil, meat, eggs, milk, fruits, and vegetables to ensure<\/span><\/span>market<\/span><\/span>supply.<\/span><\/span><\/p>\n

(<\/span><\/span><\/strong>5<\/span><\/span><\/strong>)<\/span><\/span><\/strong>beverages<\/span><\/span><\/strong>consumption.<\/span><\/span><\/strong>Encourage enterprises to adapt to changing consumer demand and develop diversified beverages. Raise tea beverage standards, improve tea beverage quality, and cultivate world-class tea beverage brands.<\/span><\/span>Encourage<\/span><\/span>coffee-origin<\/span><\/span>regions<\/span><\/span>to extend the coffee industry chain<\/span><\/span>, develop coffee picking, processing and roasting, and other<\/span><\/span>cultural tourism<\/span><\/span>leisure experience projects<\/span><\/span>. Encourage<\/span><\/span>tea drinks,<\/span><\/span>coffee<\/span><\/span>and other<\/span><\/span>chain<\/span><\/span>Brands<\/span><\/span>actively expand<\/span><\/span>county-level consumer<\/span><\/span>markets.<\/span><\/span><\/p>\n

(<\/span><\/span><\/strong>Seven<\/span><\/span><\/strong>)<\/span><\/span><\/strong>Cultural, sports, and entertainment supplies<\/span><\/span><\/strong>consumption.<\/span><\/span><\/strong>Promote consumption of quality cultural supplies featuring green and smart design, multi-adaptability, and national trend creativity.<\/span><\/span>Expand and optimize consumption scenarios for sports, stimulating consumption potential of related products in competitive sports, outdoor activities, and fitness and leisure. Optimize supply of ethnic musical instruments and smart musical instruments, and enrich musical instrument consumption scenarios.<\/span><\/span>Expand<\/span><\/span>3D<\/span><\/span>consumption of printing-related products. Develop consumption of peripheral and derivative products, and improve<\/span><\/span>IP<\/span><\/span>derivative development mechanisms to enhance the transformation of cultural creativity, launching a batch of<\/span><\/span>themed products and travel routes<\/span><\/span>. (<\/span><\/span><\/strong>8<\/span><\/span><\/strong>)<\/span><\/span><\/strong>Silver-haired products<\/span><\/span><\/strong>consumption.<\/span><\/span><\/strong>Strengthen<\/span><\/span>R&D of key technologies and core components, expand the application of technologies such as brain-computer integration and artificial intelligence in elderly-adapted<\/span><\/span><\/span><\/span>products<\/span><\/span>, rehabilitation assistive devices, and other<\/span><\/span>fields.<\/span><\/span>Increase promotion of quality products in the ‘Catalog of Recommended Products for the Elderly’,<\/span><\/span>promote exoskeleton robots<\/span><\/span>,<\/span><\/span>electric wheelchairs<\/span><\/span>, smart mattresses and other products, as well as<\/span><\/span>health monitoring<\/span><\/span>, incontinence care, transfer assistance, assisted bathing<\/span><\/span>and other<\/span><\/span>Equipment<\/span><\/span>entering the homes of the elderly.<\/span><\/span>Explore the establishment of a certification system for silver-haired products.<\/span><\/span>Encourage commercial circulation enterprises to set up dedicated sales areas for elderly-friendly products, and promote elderly-friendly products<\/span><\/span>into supermarkets, hotels,<\/span><\/span>into communities, hospitals,<\/span><\/span>into pharmacies,<\/span><\/span>into elderly care institutions.<\/span><\/span><\/p>\n

(<\/span><\/span><\/strong>9<\/span><\/span><\/strong>) Infant and toddler<\/span><\/span><\/strong>products<\/span><\/span><\/strong>consumption.<\/span><\/span><\/strong>Encourage enterprises to precisely match the growth needs of infants and toddlers at different ages,<\/span><\/span>and research, develop,<\/span><\/span>and produce healthy nutritious food, multifunctional outdoor supplies, educational toys, and intelligent care<\/span><\/span>Equipment<\/span><\/span>etc.<\/span><\/span>green, smart, and safe infant and child products<\/span><\/span>. Support qualified regions in <\/span><\/span>building exhibition and sales centers for premium foreign trade products<\/span><\/span>, to promote the <\/span><\/span>clustering of premium foreign trade product brands<\/span><\/span> for development. Leverage the role of platforms such as the China International Import Expo, cross-border e-commerce retail imports, and<\/span><\/span>the ‘Silk Road E-commerce’ international cooperation, to expand import channels<\/span><\/span>. Continue to host the China International Consumer Products Expo to enrich the supply of international premium consumer goods. Strengthen the linkage between ‘Shop in China’ and ‘Export from China’.<\/span><\/span><\/p>\n

5<\/span><\/strong><\/span>Cultivate and expand upgrade-oriented<\/span><\/strong><\/span>goods<\/span><\/strong><\/span>consumption<\/span><\/strong><\/span><\/p>\n

(<\/span><\/span><\/strong>13<\/span><\/span><\/strong>) Green consumption.<\/span><\/span><\/strong>Actively promote green and low-carbon products such as new energy vehicles, energy-saving home appliances, water-saving appliances, green building materials, and green food. Accelerate the cultivation of<\/span><\/span>green shopping malls, green hotels, and other<\/span><\/span>Green circulation entities<\/span><\/span>. (10<\/span><\/span><\/strong>6<\/span><\/span><\/strong>) Improve urban and rural consumption infrastructure.<\/span><\/span><\/strong>Deepen the development of international consumption center cities, further advance the construction of an international consumption environment, and orderly promote the<\/span><\/span>creation of national demonstration pedestrian streets<\/span><\/span>(shopping districts).<\/span><\/span>Optimize the layout of departure tax refund stores<\/span><\/span>, duty-free shops,<\/span><\/span>and related facilities.<\/span><\/span>Implement category-specific policies to support the renewal of circulation infrastructure, innovation in consumption scenarios, and technological upgrading of circulation enterprises; accelerate the expansion of branded chain stores; enhance the quality and efficiency of county-level commerce and carry out the renovation and upgrading of ‘a thousand markets and ten thousand stores’; deeply implement the high-quality development project for rural e-commerce to further stimulate consumption vitality in lower-tier markets. Create the Golden Autumn Consumption Season for the Chinese Farmers’ Harvest Festival and cultivate new consumption scenarios such as harvest markets.<\/span><\/span>Deepen the action to improve the quality and efficiency of rural tourism, and promote the standardized and high-quality development of key villages and towns for rural tourism<\/span><\/span>.<\/span><\/span><\/p>\n

(1<\/span><\/span><\/strong>7<\/span><\/span><\/strong>) Improve the consumer goods standards system.<\/span><\/span><\/strong>Accelerate<\/span><\/span>intelligent connected<\/span><\/span>vehicles,<\/span><\/span>Smart<\/span><\/span>home appliances, digital products,<\/span><\/span>AI terminals<\/span><\/span>and other product standards<\/span><\/span>application<\/span><\/span>. Accelerate the development of smart home interconnection standards,<\/span><\/span>improve national standards for basic communication protocols and data interfaces of smart terminals. Shorten<\/span><\/span>key<\/span><\/span>Shorten the standard development and revision cycle, establish a rapid response<\/span><\/span>mechanism<\/span><\/span>, and proactively plan the development of standards for trendy toy derivatives and related products.<\/span><\/span>Implement quality chain strengthening actions for key consumer goods industries, reinforce quality support and standard leadership. Carry out monitoring of consumer goods standard implementation and evaluation of implementation effectiveness. Strengthen the alignment of standards and certification for domestic and foreign trade products.<\/span><\/span><\/p>\n

(Ten<\/span><\/span><\/strong>eight) Strengthen consumer brand development.<\/span><\/span><\/strong>Actively promote the debut economy, and support the holding of debut launches, first shows, and first exhibitions.<\/span><\/span><\/strong><\/span><\/span>Support<\/span><\/span>domestic and<\/span><\/span>foreign trade enterprises in brand<\/span><\/span>development, encourage<\/span><\/span>chain commercial enterprises and e-commerce platforms to develop their own brands.<\/span><\/span>Continue to build the China Consumer Famous Products Matrix.<\/span><\/span>Actively create regional public brands, and improve capabilities in brand design, market promotion, and brand maintenance. Progressively advance the global layout of key brands, and actively introduce international brands<\/span><\/span>.<\/span><\/span>Organize well<\/span><\/span>“<\/span><\/span>China Brand Day<\/span><\/span>“<\/span><\/span>activities<\/span><\/span>, and create Chinese premium products<\/span><\/span>.<\/span><\/span><\/p>\n

(<\/span><\/span><\/strong>Nineteen<\/span><\/span><\/strong>) Strengthen fiscal and<\/span><\/span><\/strong>financial<\/span><\/span><\/strong>support.<\/span><\/span><\/strong>Make good use of policies such as interest subsidies for personal consumption loans,<\/span><\/span>interest subsidies for loans to service industry business entities, and pilot programs for new consumption formats, models, and scenarios,<\/span><\/span>to fully leverage the catalytic role of fiscal funds. Encourage financial institutions to, in accordance with laws and regulations,<\/span><\/span>,<\/span><\/span>Increase financial support for consumption of automobiles, home appliances, digital products, and<\/span><\/span>smart<\/span><\/span>home furnishings, among others, while keeping risks under control,<\/span><\/span>and develop<\/span><\/span>diversified financial products<\/span><\/span>to support this.<\/span><\/span>Support financial institutions in deepening cooperation with merchants and platforms to jointly develop financial products and services tailored to the characteristics of the consumer industry.<\/span><\/span>Improve domestic trade credit insurance policies and expand the scale and coverage of underwriting. Encourage grassroots trade unions to purchase daily necessities, grain, oil, and food products for various\u6170\u95ee activities in accordance with the regulations on the use of union funds.<\/span><\/span><\/p>\n
