Civil affairs departments (bureaus), Party committee social work departments, finance departments (bureaus), and offices on aging of all provinces, autonomous regions, and municipalities directly under the Central Government; Civil Affairs Bureau, Party Committee Social Work Department, Finance Bureau, and Office on Aging of Xinjiang Production and Construction Corps:<\/span><\/span><\/p>\n

In accordance with the relevant provisions of the Law of the People’s Republic of China on the Protection of the Rights and Interests of the Elderly and the Statistics Law of the People’s Republic of China, the Ministry of Civil Affairs, the Central Social Work Department, the Ministry of Finance, the National Office on Aging, and the China National Committee on Aging have decided to organize and carry out the sixth sampling survey on the living conditions of urban and rural elderly in China (hereinafter referred to as the sixth sampling survey). The relevant matters are hereby notified as follows:<\/span><\/span><\/p>\n

I. Overall Requirements<\/span><\/span><\/p>\n

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implement the spirit of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, earnestly implement the decisions and arrangements of the Party Central Committee and the State Council on aging work, conduct surveys in accordance with the law and science, organize and deploy meticulously, ensure that the survey data are true and accurate, comprehensively and objectively reflect the latest situation of population aging in China, and provide basic data support for the in-depth implementation of the national strategy to actively respond to population aging and the improvement of relevant laws, regulations, and policies.<\/span><\/span><\/p>\n

II. Survey Subjects, Scope, and Sample Size<\/span><\/span><\/p>\n

The subjects of the sixth sampling survey are divided into two types: older persons and the communities (villages) where older persons reside.<\/span>Among them, older persons refer to Chinese citizens residing within the territory of the People’s Republic of China (excluding Taiwan Province, Hong Kong Special Administrative Region, and Macao Special Administrative Region),<\/span>who are aged 60 and above as of 00:00 on September 1, 2026. The survey covers 31 provinces (autonomous regions, municipalities directly under the central government) and the Xinjiang Production and Construction Corps, involving 1,002 counties (cities, districts), 13 divisions, and 16,240 communities (villages). The designed sample size of the survey is 330,000 people, with a total sampling ratio of approximately 1\u2030.<\/span><\/span><\/p>\n

III. Survey Content and Methods<\/span><\/span><\/p>\n

The survey content targeting older persons includes:<\/span>basic information about older persons, family member information, health and medical conditions, care and nursing service conditions, economic status, livable environment conditions, social participation status, rights protection status, and spiritual and cultural life status, etc. Data is collected by enumerators conducting door-to-door visits on site, operating a dedicated APP, and asking questions one by one to the surveyed older persons.<\/span><\/span><\/p>\n

The survey content targeting the communities (villages) where older persons reside includes:<\/span>The geographical and demographic conditions of the community (village), infrastructure and activity venues, the construction of health and elderly care service systems, and the construction of spiritual culture, education, and social participation systems for the elderly, etc., are filled out independently by the relevant staff of the community (village) where the elderly reside, using an electronic questionnaire format.<\/span><\/span><\/p>\n

IV. Organizational Leadership of the Survey<\/span><\/span><\/p>\n

The Sixth Sampling Survey is a large-scale national survey on the livelihood of the elderly, conducted under the leadership of the National Working Commission on Aging, approved by the National Bureau of Statistics, and jointly organized by the Ministry of Civil Affairs, the Central Social Work Department, the Ministry of Finance, the National Office on Aging, and the China Association on Aging. All regions and relevant departments should implement the survey in accordance with the principles of unified national leadership, division of labor and cooperation among departments, hierarchical responsibility at the local level, and joint participation of all parties.<\/span><\/span><\/p>\n

To strengthen leadership and coordination, a leading group has been established for the Sixth Sampling Survey, which is responsible for the overall organization and implementation of the survey. The Ministry of Civil Affairs and the National Office on Aging, as the lead units, are responsible for guiding local civil affairs (aging) departments in undertaking the organization and implementation of the survey, standardizing the management and use of household survey work funds as needed, selecting and assigning enumerators, street (township) supervisors, and provincial, municipal, and county-level supervisors, conducting household surveys, and coordinating the resolution of various issues that may arise during the survey process. The Central Social Work Department guides and supports social work professionals, community (village) staff, and others to participate in household surveys in various ways according to local conditions, and provides necessary assistance to grassroots civil affairs (aging) staff in conducting household surveys. The Ministry of Finance ensures the funding for the Sixth Sampling Survey in accordance with regulations. The China Association on Aging undertakes the specific work of the survey, and the China Research Center on Aging, affiliated with the China Association on Aging, is responsible for providing technical support. After the survey tasks are completed, the leading group will be automatically dissolved.<\/span><\/span><\/p>\n

V. Relevant Work Requirements<\/span><\/span><\/p>\n

(1) Strengthen organizational leadership. Civil affairs (aging) departments and party committee social work departments in all regions should attach great importance, strengthen leadership, and place the implementation of the Sixth Sampling Survey on an important agenda. They must strictly implement the regulations on reducing burdens at the grassroots level by eliminating formalities, avoid superficial measures, and ensure that the survey is implemented effectively and achieves practical results. The civil affairs departments (bureaus) of all provinces (autonomous regions, municipalities) and the Xinjiang Production and Construction Corps are the primary responsible units for organizing and implementing the Sixth Sampling Survey in their regions. They should advance follow-up work in accordance with the requirements of this notice, strengthen process management, and ensure data quality.<\/span><\/span><\/p>\n

(2) Standardize the use of funds. All regions must resolutely implement the requirement to live within tight budgets, practice economy and oppose waste, and strictly follow the management and use standards and expenditure criteria for household survey work funds of the Sixth Sampling Survey. They should properly handle the procurement, distribution, and signing for receipt of condolence gifts for surveyed elderly people, accident insurance for enumerators, and work funds, ensuring that funds are used exclusively for their designated purposes, the process is standardized, and all types of vouchers and receipts are complete and traceable.<\/span><\/span><\/p>\n

(3) Carry out survey publicity. All regions should tailor publicity and atmosphere-building efforts to local conditions and the general public, make good use of promotional materials such as promotional videos and electronic posters produced at the national level, and publicize and report on advanced figures, exemplary deeds, and typical cases that emerge during the survey process. This will make the Sixth Sampling Survey an effective vehicle for carrying out national education on population aging across society and disseminating a positive outlook on aging and the concept of healthy aging.<\/span><\/span><\/p>\n

(4) Strengthen data application. All localities and relevant departments should develop and utilize the data from the sixth sample survey to provide scientific data support for the coordinated formulation and implementation of the national strategy, plans, and policies for actively responding to population aging, and to support the high-quality development of aging work in the new era. They should improve the statistical survey and publication system for the conditions of the elderly, continuously enhance service levels in data consultation, development, and sharing, and provide strong support for promoting the coordinated development of the elderly care industry and its related sectors.<\/span><\/span><\/p>\n
