Notice Regarding the Launch of an Action to Educate Older Adults on Recognizing and Preventing Fraud<\/span><\/span><\/p>\n

To the Civil Affairs Departments (Bureaus), Cyberspace Administration Offices of Party Committees, Higher People’s Courts, People’s Procuratorates, Education Departments (Bureaus), Communications Administration Bureaus, Public Security Departments (Bureaus), Justice Departments (Bureaus), Culture and Tourism Departments (Bureaus), Health Commissions, Market Regulation Bureaus (Departments, Commissions), Financial Regulatory Bureaus, Radio and Television Bureaus, and Offices on Aging of all provinces, autonomous regions, and municipalities directly under the Central Government; and to the Civil Affairs Bureau, Cyberspace Administration Office of the Party Committee, the Production and Construction Corps Branch of the Higher People’s Court of the Xinjiang Uygur Autonomous Region, the People’s Procuratorate of the Xinjiang Production and Construction Corps, the Education Bureau, Public Security Bureau, Justice Bureau, Culture, Sports, Radio, Television and Tourism Bureau, Health Commission, Market Regulation Bureau, Financial Regulatory Bureau, and Office on Aging of the Xinjiang Production and Construction Corps:<\/span><\/span><\/p>\n

In order to deeply implement the national strategy of actively responding to population aging, strive to enhance older adults’ ability to recognize and prevent fraud, and effectively safeguard the lawful rights and interests of older adults, it has been decided to launch an action to educate older adults on recognizing and preventing fraud. The relevant matters are hereby notified as follows.<\/span><\/p>\n

I. Overall Requirements<\/span><\/p>\n

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly study and implement General Secretary Xi Jinping’s important expositions on work related to aging, focus on preventing and addressing frequently occurring and highly prevalent fraud targeting older adults, adhere to targeted publicity, full-area coverage, technological empowerment, and legal safeguards, and adhere to combining publicity and education with internet governance, administrative regulation, and judicial safeguards; strive to strengthen older adults’ awareness of fraud recognition and prevention and their ability to respond and handle such situations, effectively prevent and reduce the occurrence of illegal and criminal acts of fraud targeting older adults, and create a safer social environment for older adults to enjoy a happy later life.<\/span><\/p>\n

II. Main Tasks<\/span><\/p>\n

(1) Highlight key content and improve the quality and effectiveness of publicity and education. Study, publicize, and implement General Secretary Xi Jinping’s important instructions on protecting the rights and interests of older adults, and widely publicize the major decisions and arrangements of the CPC Central Committee and the State Council. Do a good job in publicizing and interpreting important laws and regulations, plans and policies, projects and activities related to the protection of older adults’ rights and interests, and increase positive publicity of the experience and results of various localities and relevant departments in preventing and combating fraud targeting older adults. Carry out in-depth popular science publicity on products, services, and technologies in fields such as nutrition and health care, medical and health care, elderly care services, elderly care finance, and rehabilitation assistive devices, improve older adults’ level of scientific understanding, and guide them toward rational consumption. Sort out and reveal common fraud methods and routines in areas such as silver-haired consumption, private-domain livestreaming, and financial management, and strengthen risk warnings and reminders. Strictly implement the responsibility system for ideological work, firmly grasp the correct political direction and public opinion orientation, ensure that publicity content is objective, truthful, accurate, and authoritative, and prevent and resolve risks and hidden dangers.<\/span><\/p>\n

(2) Innovate methods and carriers, and build a comprehensive matrix for publicity and education. Make comprehensive use of traditional media such as newspapers, radio, television, and public electronic screens as well as new media such as the Internet and mobile phones to continuously expand the coverage of publicity and education on fraud awareness and prevention for older adults. Establish a publicity and education resource database, organize the compilation of fraud prevention readers for older adults, plan and launch a batch of publicity materials such as easy-to-understand slogans, banners, and posters, and create and release a batch of publicity works such as news reports, case commentaries, situational skits, and short videos that older adults enjoy. Encourage and support radio and television media, website platforms, and applications to open special silver-age columns and sections, and increase the production and placement of anti-fraud works related to older adults. Relying on urban and rural communities, elderly care service institutions, universities for older adults, and social organizations related to older adults, widely carry out immersive, interactive, and experiential publicity and education activities, and promote publicity and education on fraud awareness and prevention for older adults in communities, villages, work units, institutions, and families. In conjunction with traditional festivals such as the Double Ninth Festival and important nodes such as Respect for the Elderly Month, International Consumer Rights Day, the Concentrated Publicity Month of ‘All People Anti-Fraud in Action,’ the Publicity Month for Preventing Illegal Financial Activities, Financial Education Publicity Week, and National Insurance Publicity Day, organize and carry out special activities such as themed lectures, exhibitions, and knowledge competitions, so that the concept of fraud awareness and prevention takes root in people’s hearts.<\/span><\/p>\n

(3) Adhere to classified and targeted measures, and promote precise adaptation of publicity and education. Incorporate publicity and education on fraud awareness and prevention into the course content of elderly education. Strengthen the popularization of fraud awareness and prevention knowledge in educational activities on the national conditions of population aging. Deeply implement the action to improve digital literacy and skills for all, widely carry out ‘Smart Assistance for Older Adults’ public welfare activities, strengthen the supply of age-friendly digital resources and anti-fraud skills training, and improve older adults’ digital literacy and fraud prevention capabilities. Support qualified localities in combining visits and care services for older adults with special difficulties to do a good job in publicity and education on rights protection for older adults who live alone, are empty-nested, left-behind, disabled, severely disabled, or from families with special circumstances under the family planning policy. Encourage government agencies, enterprises, and public institutions to carry out special publicity and education for retired personnel of their own units, systems, and industries. Strengthen publicity and education for older financial consumers, integrate publicity and education on preventing illegal fundraising into business promotion, customer service, investor education, and other links, and enhance older adults’ ability to identify and prevent risks.<\/span><\/p>\n

(4) Strengthen source prevention and promote the organic integration of publicity and education with law-based governance. Cyberspace administration departments shall strengthen oversight of generative AI services and algorithmic recommendation services for older adults, guide website platforms to improve technical prevention and control measures, and intensify efforts to clean up fraud-related information; coordinate the work of protecting older adults’ information and related supervision and management, and relevant departments shall, in accordance with their duties, strengthen the protection of older adults’ personal information. Public security departments shall strengthen the screening of risks and hidden dangers involving older adults, and punish in accordance with the law illegal and criminal acts such as elder-care fraud, illegal fundraising, and crimes involving food and drugs for older adults. Telecommunications authorities shall urge telecommunications enterprises to strictly implement the real-name telephone system and strengthen the monitoring, identification, dynamic blocking, and handling of abnormal fraud-related information and activities. Culture and tourism departments shall strengthen the screening of hidden dangers of fraud involving older adults in the culture and tourism market, and strictly investigate illegal business practices such as concealing the origin of artworks in art business activities, forging or altering certificates of origin of artworks to mislead consumers, operating travel agency business without a license, and ‘unreasonably low-priced tours.’ Health departments shall standardize medical service practices, guide older adults to seek treatment at formal medical institutions, and further improve the service facilities of medical institutions to facilitate medical treatment for older adults. Market regulation departments shall keep a close eye on key areas such as medicines, health foods, and medical devices, investigate and punish illegal acts such as counterfeiting and shoddy goods, false commercial marketing, and illegal advertising in accordance with the law, standardize online and offline sales practices, and maintain a sound market order. Financial regulatory departments shall promote financial institutions in providing financial products that meet the needs of older adults, are easy to understand, and match risks, standardize publicity, promotion, and sales practices, and strictly prevent all kinds of illegal financial activities carried out under the banner of ‘elderly care finance.’<\/span><\/p>\n

(5) Strengthen the protection of the rule of law and promote the integration of publicity and education into legal services and judicial safeguards. People’s courts and people’s procuratorates shall, relying on activities such as press conferences, the release of typical cases, circuit trials, and procuratorial open days, strengthen the interpretation of law through cases and case analysis, and use judicial means to safeguard the lawful rights and interests of older adults. Judicial administrative departments shall further promote the implementation of the ‘whoever enforces the law also popularizes the law’ responsibility system for legal popularization, organize and carry out themed legal publicity activities on fraud awareness and prevention for older adults, and enhance older adults’ legal literacy; guide grassroots legal service institutions to actively carry out legal popularization activities for older adults and do a good job in legal services for older adults in accordance with the law. Deepen the ‘Silver Age Action’ in the judicial field, continue to implement brand projects such as specially invited mediators, ‘Golden Shield Silver Glow,’ ‘Benefiting the Public Heart,’ and ‘Legal Services: Helping and Protecting Older Adults,’ encourage and guide older adult volunteers with the capacity to go to the grassroots frontline to carry out presentations, and promote the integration of fraud awareness and prevention publicity and education into daily life. The China Association of the Elderly shall, in conjunction with releasing typical cases of protecting older adults’ rights and interests, producing ‘Guarding the Sunset’ legal popularization programs, and carrying out the ‘National Legal Popularization Education Journey for Older Adults’ activity, strengthen the publicity and popularization of fraud awareness and prevention knowledge.<\/span><\/p>\n

III. Organization and Implementation<\/span><\/p>\n

All localities should attach great importance to and carefully organize this work, and carry out, in light of actual conditions, publicity and education activities on fraud awareness and prevention for older adults that are rich in content and distinctive in character, ensuring that real results are achieved. Civil affairs departments and offices on aging at all levels should strengthen overall coordination, enhance communication and close cooperation with relevant departments, and jointly build a ‘safety net’ against fraud for older adults. People’s organizations, enterprises and public institutions, social organizations, volunteers, and older adults should be guided to participate actively, creating distinctive brand projects. Social forces are encouraged to support publicity and education activities through donations and other means. Family members should be encouraged to show greater care and companionship to older adults and to guide them toward rational consumption and investment. The China Association on Aging should enrich the content and activities of publicity and education, guide community-level associations on aging to leverage their familiarity with local people and places, and promote the integration of fraud awareness and prevention education into the daily lives of older adults. All kinds of publicity and education activities must strictly implement the spirit of the Central Committee’s Eight-Point Regulation and its implementing rules, firmly oppose formalism, and oppose extravagance and waste. Civil affairs departments and offices on aging in all localities should promptly summarize the progress of the action, strengthen the publicity and promotion of exemplary experience, and foster a favorable atmosphere in society for safeguarding the lawful rights and interests of older adults.<\/span><\/p>\n
