Notice on Deepening the ‘Silver Age Action’ in Community-Level Governance and Social Services<\/span><\/span><\/p>\n

<\/span><\/p>\n

Civil Affairs Departments (Bureaus) of Provinces, Autonomous Regions, and Municipalities Directly Under the Central Government, Social Work Departments of Party Committees, and Aging Offices; Civil Affairs Bureau of the Xinjiang Production and Construction Corps, Social Work Department of the Party Committee, and Aging Office:<\/span><\/p>\n

\u3000\u3000In order to deeply implement the national strategy of actively responding to population aging, further leverage the positive role of older adults in participating in community-level governance and social services, and promote the expansion, upgrading, quality improvement, and efficiency enhancement of the ‘Silver Age Action,’ the relevant matters are hereby notified as follows.<\/span><\/p>\n

\u3000\u3000I. General Requirements<\/span><\/span><\/p>\n

\u3000\u3000Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, comprehensively implement the spirit of the 20th National Congress of the Party and all previous plenary sessions of the 20th Central Committee, deeply study and implement General Secretary Xi Jinping’s important expositions on aging work and volunteer service work, innovate and explore effective ways for the ‘Silver Age Action’ to support community-level safety construction and social development, encourage and guide older adults who are able and willing to participate in community-level governance and social services in the form of volunteer service, and contribute ‘silver-haired strength’ to improving people’s quality of life and promoting social harmony and stability.<\/span><\/p>\n

\u3000\u3000By 2030, oriented toward the active participation of older adults in community-level governance and social services, promote a more robust working mechanism for the ‘Silver Age Action,’ continuously enrich service content, steadily expand the service workforce, effectively enhance service capacity, make brand projects more distinctive, and generally strengthen the social consensus supporting productive aging.<\/span><\/p>\n

\u3000\u30002. Supporting Older Adults’ Participation in Community-Level Governance<\/span><\/span><\/p>\n

\u3000\u3000(1) Participation in community-level ideological and moral development. Older adult volunteers are encouraged to participate in publicizing and communicating the Party’s innovative theories, to promote the entry of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era into communities, rural areas, and households, and to explain the Party’s innovative theories clearly and thoroughly in popular, accessible language, thereby enhancing the appeal and guiding power of the theories. They are encouraged to participate in publicity and education on core socialist values, carry forward the traditional virtues of the Chinese nation, and promote a social atmosphere and folk customs characterized by harmonious families and neighbors, mutual assistance, support for the weak and disabled, and honesty and respect for propriety. They are encouraged to guide family members, relatives, and friends to embrace such concepts as respecting the elderly and caring for the young, equality between men and women, and neighborhood harmony, fostering a new trend of socialist family civility.<\/span><\/p>\n

\u3000\u3000(2) Participation in community-level rule-of-law development. Older adult volunteers are encouraged to participate in publicity and education on the rule of law in key areas such as marriage and family, inheritance, housing rental, and labor relations, enhance the public’s awareness of and literacy in the rule of law, and help foster a sound environment in which people handle matters in accordance with the law, turn to the law when encountering problems, use the law to resolve issues, and rely on the law to settle disputes. Qualified older adult volunteers are supported in providing legal consultation and other services on common legal issues.<\/span><\/p>\n

\u3000\u3000(3) Participation in community-level mass self-governance activities. Older adult volunteers are encouraged to take the initiative in participating in public affairs, support township (subdistrict) governments and villagers’ (residents’) committees in performing their duties in accordance with the law, and cooperate with community-level officials and community workers in carrying out their work. They may attend forums, hearings, and other deliberative and consultative activities as representatives of community residents to reflect public opinions and demands. They are encouraged to participate in formulating and revising, and take the lead in observing, codes of conduct for community-level mass self-governance such as village rules and residents’ conventions, and to lead those around them in promoting the transformation of outdated customs and habits, eliminating outdated practices such as exorbitant bride prices, vulgar wedding pranks, ostentatious comparisons of gifts and favors, lavish funerals with inadequate care during life, and extravagance and waste, opposing superstitious activities, and promoting civilized trends such as holding weddings in a new way, simplifying funerals, and practicing diligence and thrift.<\/span><\/p>\n

\u3000\u3000(4) Participation in community-level safety development. Older adult volunteers are encouraged to participate in activities such as disaster prevention and mitigation, hidden danger investigation, and anti-fraud and anti-deception publicity, so as to raise the public’s safety awareness and capabilities. They are encouraged to participate in resolving community-level conflicts and disputes, maintain regular communication and exchange with the public, promptly identify hidden risks of conflicts and disputes, and work together with community workers, grid workers, and people’s mediators to resolve them through persuasion, education, advice, and guidance. They are encouraged to participate in social security prevention and control, carry out voluntary patrols and traffic safety publicity and guidance, and promptly report problems such as counterfeit and shoddy goods, false advertising, telecom and online fraud, illegal fundraising, and illegal and criminal activities endangering food and drug safety and the environment.<\/span><\/p>\n

\u3000\u30003. Supporting Older Adults’ Participation in Providing Social Services<\/span><\/span><\/p>\n

\u3000\u3000(5) Helping to ensure and improve basic livelihoods. Older adult volunteers are encouraged to participate in publicizing policies such as social insurance, social assistance, and long-term care insurance. Younger and healthy older adult volunteers are supported, under the guidance of social organizations and social work professionals, in conducting home visits and care services for special groups such as older adults with special difficulties, persons with disabilities, left-behind children, and children in difficult circumstances, as well as social assistance recipients such as those receiving minimum living allowances and persons in extreme poverty, in understanding and reflecting their difficulties in food, clothing, housing, transportation, and medical care, and in helping to contact relevant departments or institutions to provide services such as daily care, rehabilitation nursing, and psychological counseling. Retired medical workers are supported in participating in popularizing health knowledge such as chronic disease prevention and control, nutritious diets, scientific exercise, and safe medication, and in providing medical and health services in accordance with laws and regulations through forms such as free clinics. Retired teachers are supported in participating in volunteer teaching and student assistance activities to promote educational equity. Retired scientific and technological workers are supported in participating in agricultural technology demonstration, training, and publicity activities to help increase farmers’ incomes.<\/span><\/p>\n

(6) Help improve the quality of life of the people. Encourage older volunteers to carry out services such as guided tours and consultation, reading promotion, exhibition curation, and cultural training in public cultural institutions such as public libraries, museums, cultural centers (stations), art galleries, and revolutionary memorial halls. Provide tour commentary, civilized guidance, and other services in tourist attractions. Around themed education, festival folk customs, cultural entertainment, and other content, participate in carrying out mass cultural activities such as artistic performances, themed exhibitions, and film screenings. Participate in the development of learning resources for older adult education, course teaching, and other work to expand the supply of older adult education services. Participate in organizing mass sports events, popularize scientific fitness methods, and promote sports that the masses enjoy. With villages (communities) as the main setting, provide convenient services such as voluntary repairs, mending, and haircuts. Participate in the construction of barrier-free and age-friendly environments, improvement of human settlements, ecological protection, resource recycling, and other work, and play a positive role. Participate in mutual-aid training for older adults in the use of smart technology, and help older adults improve their ability to use smart technology.<\/span><\/p>\n

IV. Strengthen safeguard measures<\/span><\/span><\/p>\n

(7) Expand participation forces. Give play to the exemplary and leading role of the ‘Five Elders’\u2014retired cadres, retired soldiers, retired experts, retired teachers, and retired model workers\u2014as well as advanced older adult models and key figures in mass activities for older adults, and support the building of strong volunteer service teams for the ‘Silver Age Action.’ Encourage Party and government organs at all levels, enterprises and public institutions, mass organizations, social organizations, and others to guide and promote older volunteers in their fields, industries, and units to participate in grassroots governance and social services. Encourage volunteer service organizations, grassroots older adult associations, and others to hold study and training for older volunteers to help them master relevant professional knowledge and skills.<\/span><\/p>\n

(8) Strengthen service guarantees. Do a good job in services for ‘Silver Age Action’ older volunteers such as registration and certification, organization and scheduling, service records, and issuance of certificates, and use the ‘Silver Age Action’ service platform to improve service efficiency. Give play to the role of organizations such as the committees on older adults and women and children’s work of village (resident) committees and grassroots older adult associations, and assist in the management and service of older volunteers. Relying on the construction of age-friendly communities, support older volunteers in participating in volunteer service activities nearby and conveniently. Adhere to the principle that whoever uses, recruits, and guarantees is responsible, guide organizers of volunteer service activities to reasonably arrange volunteer service content according to the physical condition of older volunteers, and provide necessary materials and equipment, safety guarantees, and corresponding insurance. Broaden channels for social fundraising, encourage social forces to make public welfare donations, and guide social funds to provide support under the premise of legality and compliance. Explore the establishment of a commendation mechanism suited to the characteristics of the ‘Silver Age Action’ in the fields of grassroots governance and social services, with spiritual incentives as the main focus.<\/span><\/p>\n

(9) Guide standardized development. Establish and improve a dynamic adjustment mechanism for ‘Silver Age Action’ volunteers, volunteer service organizations, and brand projects, and promote the orderly withdrawal of those who do not meet the conditions. Standardize the use of the ‘Silver Age Action’ logo, team flag, slogans, and publicity terms, and prevent arbitrary tampering, distortion, or use for commercial purposes. Prevent social organizations, enterprises, and others from falsely using the name of ‘Silver Age Action’ to invite retired cadres to participate in relevant social activities, or using the identity or influence of retired cadres to ‘endorse’ or ‘vouch for’ enterprises and products. Strictly crack down in accordance with the law on illegal and criminal activities carried out under the false name of ‘Silver Age Action.’<\/span><\/p>\n

V. Ensure implementation of organization<\/span><\/span><\/p>\n

(10) Strengthen organizational leadership. All localities shall raise their political awareness, take support for older volunteers’ participation in grassroots governance and social services as an important lever for promoting the realization of productive aging, establish and improve working mechanisms, advance the implementation of all tasks, and create conditions for older adults to play their role. Civil affairs departments shall give play to the functions of the offices on aging, coordinate and promote information sharing, resource sharing, joint consultation on problems, and jointly organized activities among member units of the committees on aging, and build synergy in their work. Social work departments of Party committees shall, based on their functions, support the carrying out of the ‘Silver Age Action’ and promote better integration of elderly volunteer services into grassroots social governance and social service work. The China Association on Aging shall organize and implement the ‘Silver Age Action’ well and promote innovative development of elderly volunteer services.<\/span><\/p>\n

(11) Strengthen publicity and guidance. All localities shall intensify publicity efforts, actively showcase the outstanding deeds of older volunteers participating in grassroots governance and social services, summarize and promote typical experiences and practices, and create a favorable atmosphere in which the whole society supports older adults’ social participation. Relevant experiences, practices, and work results shall be promptly reported to the Ministry of Civil Affairs and the National Office on Aging.<\/span><\/p>\n
