After 13 years! Mandatory national standards released: 'Basic Specifications for Elderly Care Institutions' and 'Criteria for Determining Major Accident Hazards in Elderly Care Institutions'
Recently, the National Public Service Platform for Standards Information announced‘Basic Specifications for Elderly Care Institutions’ and ‘Criteria for Determining Major Accident Hazards in Elderly Care Institutions’two mandatory national standards, which will be implemented on August 1, 2027.
Among them,‘Basic Specifications for Elderly Care Institutions’This is the first adjustment in 13 years since the standard was implemented on May 1, 2013. The core change is upgrading the “Basic Specifications for Elderly Care Institutions” from a recommended standard to a mandatory national standard. The “Criteria for Determining Major Accident Hazards in Elderly Care Institutions” is the first mandatory national standard issued afterthe “Standards for Determining Major Accident Hazards in Elderly Care Institutions” (Minban Fa [2023] No. 13) was released in November 2023.

As of the end of 2025, there are 41,700 elderly care institutions in China, but some institutions have problems such as non-standard service processes, inadequate quality control, and loopholes in safety management. The original recommended standards were insufficient to support regulatory authorities in carrying out effective law enforcement and supervision. Through this revision, the aim is to change the basic service requirements for elderly care institutions from “optional items” to “mandatory questions”,Through mandatory binding force, ensure that elderly people receive more standardized services, effectively prevent risks, and promote the industry’s transformation from ‘voluntary compliance’ to ‘mandatory compliance.’The revised standard will complement standards such as the ‘Basic Specifications for Service Safety in Elderly Care Institutions’ and jointly improve the legal system for elderly care services.

Criteria for Determining Major Error Hazards in Elderly Care Institutions

The “Criteria for Determining Major Accident Hazards in Elderly Care Institutions” strictly follows the principle of “making mandatory what should be mandatory, and making it as strong as possible,”transforming the most core and critical requirements for determining major accident hazards in the elderly care safety field into mandatory national standards, filling a gap in the existing standards system, and complementing standards such as the “Basic Specifications for Service Safety in Elderly Care Institutions.”At the same time, the implementation of this standard can force elderly care institutions to fulfill their primary safety responsibilities, proactively conduct self-inspection and self-correction of major accident hazards, promote the industry’s transformation from “passive rectification” to “active prevention,” further improve regulatory efficiency, effectively reduce the incidence of major safety accidents, reduce casualties and property losses, promote the sustained and healthy development of the elderly care service industry, and maintain social harmony and stability.
